The Washington Redskins picked Shuler, one of the top quarterbacks in the country at the University of Tennessee, with the third pick in the ’94 draft. He then stank up the capital worse than Congress, finishing 4-9 as a Redskins starter over two seasons. By ’97, Shuler was out of the N.F.L. Ironically enough, Shuler came back to D.C. in ’06 as a member of another underperforming team: the House of Representatives.

The North Carolina Democrat won re-election last fall. When recruiting him to run for office, former President Bill Clinton jokingly thanked Shuler for taking some of the D.C. heat off him in the mid-90s. Clinton might regret the dig: Shuler — one of the more conservative Democrats in Congress — voted against the Obama stimulus plan.
